Five Members of Drug Trafficking Organization SentencedRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that five members of a drug conspiracy were sentenced for federal crimes arising from the distribution of methamphetamine in the Holdenville area.
On April 30, 2024, Winston Levert Hanks, Jr., age 44, of Holdenville, Oklahoma, pleaded guilty to one count of Drug Conspiracy. On March 13, 2025, he was sentenced to 324 months in prison, to be followed by 5 years of supervised release.
On April 10, 2024, Christian Eugene Dewayne Duckworth, age 24, of Holdenville, Oklahoma, pleaded guilty to one count of Money Laundering Conspiracy. On February 11, 2025, Duckworth was sentenced to 18 months in prison, to be followed by 3 years supervised release.
On April 10, 2024, Zechariah Odie Hanks, age 42, of Holdenville, Oklahoma, pleaded guilty to one count of Drug Conspiracy. On February 11, 2025, he was sentenced to 210 months in prison, to be followed by 5 years of supervised release.
On April 10, 2024, Jolene Rogers a/k/a Jolene Copeland, age 47, of Holdenville, Oklahoma, pleaded guilty to one count of Drug Conspiracy. On February 11, 2025, Rogers was sentenced to 70 months in prison, to be followed by 3 years of supervised release.
On May 1, 2024, Alberto Rafael Mendez Lizarraga, age 35, of El Centro, California, pleaded guilty to one count of Misprision of a Felony. On March 13, 2025, Mendez Lizarraga was sentenced to 24 months in prison, to be followed by 1 year supervised release.
The charges arose from an investigation by the Oklahoma Bureau Narcotics, the United States Postal Service Inspection Service, the Drug Enforcement Administration, the U.S. Customs and Border Patrol, and the United States Marshals Service.
According to investigators, beginning in November 2022 and continuing through October 2023, the defendants conspired to acquire and distribute large amounts of methamphetamine, a Schedule II controlled substance.
In February 2023, U.S. Postal Inspectors intercepted a parcel containing approximately 1.6 kilograms of methamphetamine addressed to a residence in Holdenville, Oklahoma.
This initial parcel was followed by five more shipments. Between February 2023 and July 2023, U.S. Postal Inspectors documented six parcel drops, tracked the parcel deliveries to Oklahoma co-conspirators, and documented defendants’ activities after delivery of the parcels.
For each shipment, Winston Hanks Jr. first ordered large quantities of methamphetamine from a supplier in Mexico. In turn, Zechariah Hanks and Christian Duckworth transferred U.S. currency through wire services to the supplier completing the purchase for delivery of product. From that point, Lizarraga and others then shipped parcels from Calexico and El Centro, California, through the U.S. Postal Service Priority Mail, complete with a unique identifying tracker, to addresses in Holdenville, Oklahoma. Once the parcels reached their destination addresses, Rogers, Duckworth, and others retrieved the parcels and delivered them to Winston Hanks.
When law enforcement officers executed a search warrant on Winston Hanks on July 17, 2023, he was in possession of multiple firearms.

We are committed to protecting public safety and holding accountable those who threaten it.”

Washington State Resident Sentenced for Receiving Child Sexual Exploitation MaterialRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Christopher Dean Robinson-Holm, age 26, of Lynnwood, Washington, was sentenced to 70 months in prison for one count of Receipt of Certain Material Involving the Sexual Exploitation of a Minor. This term of imprisonment will be followed by 10 years of supervised release.
The charge arose from an investigation by Homeland Security Investigations.
On August 26, 2024, Robinson-Holm pleaded guilty to the charge. According to investigators, in June 2022, Robinson-Holm knowingly received a visual depiction of a minor engaging in sexually explicit conduct. The subject of that image resided in the Eastern District of Oklahoma.
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims. Wagoner County Resident Sentenced for Two Counts of Second Degree MurderRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Nicholas Lapez Scarborough, age 32, of Redbird, Oklahoma, was sentenced to 405 months in prison for two counts of Second Degree Murder in Indian Country.
The charges arose from an investigation by the Wagoner County Sheriff’s Office and the Federal Bureau of Investigation.
On May 6, 2024, Scarborough pleaded guilty to two counts of Murder in Indian Country—Second Degree. According to investigators, on October 24, 2023, Scarborough intentionally stabbed two individuals with a steak knife. One victim died after completing an emergency call for help. A second victim died two weeks later from injuries sustained in the attack. The crimes occurred in Wagoner County, within the boundaries of the Muscogee (Creek) Nation Reservation, in the Eastern District of Oklahoma.

Bryan County Resident Sentenced for Federal Firearm CrimeRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Norman J. Couch, Jr., age 49, of Mead, Oklahoma, was sentenced to 12 months and one day in prison for one count of Felon in Possession of a Firearm and Ammunition.
The charges arose from an investigation by the Oklahoma Bureau of Narcotics, the Durant Police Department, and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
On October 8, 2024, Couch pleaded guilty to illegally possessing a firearm and ammunition. According to investigators, on January 18, 2024, Couch was discovered in possession of one .380ACP caliber, semi-automatic pistol and four rounds of .380ACP caliber ammunition after having been previously convicted a crime punishable by more than one year imprisonment.
This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

Sequoyah County Resident Sentenced for ArsonRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Trevor Scott McGuire, age 24, of Muldrow, Oklahoma, was sentenced to 57 months in prison for one count of Arson in Indian Country.
The charges arose from an investigation by the Muldrow Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
On October 2, 2024, McGuire pleaded guilty to the charge. According to investigators, on May 26, 2024, McGuire stopped at a gas station, filled a gallon milk jug with gasoline, drove to a Muldrow residence, doused the kitchen with gasoline, then lit the residence on fire. McGuire later admitted to committing the arson during a phone call with the owner of the residence.
The crime occurred in Sequoyah County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.

Muskogee Resident Sentenced to 45 Years in Prison for Aggravated Sexual Abuse in Indian CountryRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Jonathan Gage Wiedel, age 19, of Muskogee, Oklahoma, was sentenced to 540 months in prison each for 12 counts of Aggravated Sexual Abuse of a Minor in Indian Country. The terms are set to be served concurrently, followed by a lifetime term of supervised release.
The charges arose from an investigation by the Federal Bureau of Investigation and the Muskogee County Sheriff’s Office.
On September 9, 2024, Wiedel pleaded guilty to twelve counts of a Superseding Indictment. As part of the plea, Wiedel admitted that, beginning in August 2022 and continuing through February 2024, while employed as a teacher’s assistant at St. Joseph’s Catholic School in Muskogee, Oklahoma, he sexually abused four children under the age of twelve. The crimes occurred in Muskogee County, within the boundaries of the Muscogee (Creek) Nation Reservation, in the Eastern District of Oklahoma.
“The defendant used his position of trust as a teacher’s assistant to prey on the most innocent and vulnerable members of our society,” said FBI Oklahoma City Special Agent in Charge Doug Goodwater. “Safeguarding children and families in our community is among the FBI’s top priorities, and we will continue to work with our law enforcement partners to ensure predators like Wiedel are brought to justice.”
“Today’s sentence reflects the unwavering commitment of federal prosecutors and local and federal law enforcement to seek justice for victims and hold the defendant accountable for his reprehensible actions,” said U.S. Attorney Christopher J. Henryetta Resident Sentenced for Methamphetamine DistributionRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced Damon Lee West, age 45, of Henryetta, Oklahoma, was sentenced to 21 months in prison for one count of distributing methamphetamine.
The charge arose from an investigation by the Oklahoma Bureau of Narcotics, the Okemah Police Department, and the Oklahoma State Bureau of Investigation.
On July 23, 2024, West pleaded guilty to the charge. According to investigators, on September 20, 2023, West knowingly and intentionally distributed approximately 28 grams of a mixture and substance containing a detectable amount of methamphetamine, a Schedule II controlled substance.

Okmulgee Couple Sentenced for Child Abuse and Child NeglectRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that John Ray Collins Jr., age 49, and Tambara Lorene Collins, age 38, of Okmulgee, Oklahoma, appeared in United States District Court for sentencing.
John Ray Collins Jr. was sentenced to 240 months in prison for one count of Attempted Murder, and 360 months each on two counts of Child Abuse, and 360 months for one count of Child Neglect. The terms of imprisonment will run concurrently for a total of 30 years imprisonment, to be followed by a five year term of supervised release.
Tambara Lorene Collins, age 38, of Okmulgee, Oklahoma, was sentenced to 216 months in prison per count on two counts of Child Abuse, and 216 months in prison for one count of Child Neglect. The terms of imprisonment will run concurrently for a total of 18 years imprisonment, to be followed by a five year term of supervised release.
The charges arose from an investigation by the Federal Bureau of Investigation, the Okmulgee County Sheriff’s Office, and the Muscogee (Creek) Nation Lighthorse Police.
On November 17, 2023, a federal jury convicted John Collins at trial of all counts. On October 24, 2023, Tambara Collins entered a guilty plea to two counts of child abuse and one count of child neglect.
According to investigators, between January 1, 2023, and June 12, 2023, John and Tambara Collins repeatedly abused and failed to protect two children in their care. The children sustained bruising and abrasions to the face, ears, back, legs, and feet. In mid-June, John Collins escalated his abuse, beating one of the children with a pipe. The child was then denied food, water, medical care, and sanitary living conditions. The child suffered head lacerations, internal bleeding, a broken arm, broken fingers, and traumatic skeletal muscle deterioration before rescuers were able to remove the children from the Collins residence.
The crimes occurred in Okmulgee County, within the boundaries of the Muscogee (Creek) Nation Reservation, within the Eastern District of Oklahoma.
“The suffering these innocent children endured at the hands of two people who were supposed to love and care for them is horrific and unconscionable,” said FBI Oklahoma City Special Agent in Charge Doug Goodwater. “The FBI is proud to have been part of the investigative team that helped put John and Tambara Collins behind prison bars where they undoubtedly belong.”
“The defendants subjected children in their care to unthinkable abuse and neglect, and I am thankful for the collaborative work of county, tribal, and federal investigators and federal prosecutors in securing convictions and significant sentences in this case,” said United States Attorney Christopher J. Federal Jury Convicts Checotah Resident of Federal Firearm CrimeRead the Press Release
MUSKOGEE, OKLAHOMA - The United States Attorney’s Office for the Eastern District of Oklahoma announced today that Douglas Ray Lollis, Jr., age 31, of Checotah, Oklahoma, was found guilty by a federal jury on one count of Felon in Possession of Firearm.
The jury trial began with jury selection on Monday, March 3, 2025, and concluded on Tuesday, March 4, 2025, with the guilty verdict.
During the trial, the United States presented evidence that on December 22, 2022, Lollis pawned a SAR 9mm pistol, which he possessed illegally. At the time of that interaction, Lollis was prohibited from owning firearms after having been previously convicted of a crime punishable by more than one year imprisonment.
The guilty verdict was the result of an investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives.
The Honorable Ronald A. White, Chief U.S. District Judge in the United States District Court for the Eastern District of Oklahoma, presided over the trial and ordered the completion of a presentence report. The sentencing will be scheduled following completion of the report. Lollis will remain out on bond pending sentencing.

Muskogee Resident Pleads Guilty to Possession with Intent to Distribute MethamphetamineRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Dewayne Tyree Miller, a/k/a Dejuan Tyree Miller, age 28, of Muskogee, Oklahoma, entered a guilty plea to one count of Possession with Intent to Distribute Methamphetamine.
The Indictment alleged that on July 17, 2024, Miller knowingly and intentionally possessed a substance containing a detectable amount of methamphetamine, a Schedule II controlled substance, intending to distribute it.
The charges arose from an investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Muskogee Police Department.
The Honorable Jason A. Robertson, U.S. Magistrate Judge in the United States District Court for the Eastern District of Oklahoma, accepted the plea and ordered the completion of a presentence investigation report. Miller will remain in the custody of the United States Marshals Service pending sentencing.

Federal Jury Convicts Wister Resident of First Degree MurderRead the Press Release
MUSKOGEE, OKLAHOMA - The United States Attorney’s Office for the Eastern District of Oklahoma announced today that Kendall Lee Forrester, age 35, of Wister, Oklahoma, was found guilty by a federal jury of one count of First Degree Murder in Indian Country, one count of Use, Carry, Brandish and Discharge of a Firearm During and in Relation to a Crime of Violence, and one count of Causing the Death of a Person in the Course of a Violation of Title 18 United States Code Section 924(c).
The jury trial began with testimony on February 24, 2025, and concluded on February 27, 2025, with the guilty verdicts.
During the trial, the United States presented evidence that on the morning of October 31, 2023, Forrester shot and killed the victim with a single gunshot wound to the head. On November 1, 2023, the victim’s body and a set of bloody towels were discovered wrapped in plastic sheeting inside a hope chest in the back of the victim’s vehicle. At trial, the United States presented evidence from the officers who conducted a traffic stop on Forrester that while inventorying Forrester’s vehicle they discovered a 9mm handgun, one 9mm magazine loaded with 9 rounds ammunition, and a trash bag of freshly washed clothes and towels. Investigators also testified that a search of Forrester’s Wister residence a few hours later uncovered more towels appearing to be from the same set and a roll of plastic sheeting matching the plastic wrapped around the victim’s body. Additionally, a fingerprint comparison expert testified that a latent print found on the sheeting around the victim’s body matched Forrester’s prints. The United States also presented evidence that the chest had been in Forrester’s living room only hours before.
The guilty verdicts were the result of investigations by the Federal Bureau of Investigation, the Choctaw Nation Lighthorse Police, and the Heavener Police.
The crimes occurred in LeFlore County, within the boundaries of the Choctaw Nation Reservation of Oklahoma, in the Eastern District of Oklahoma.
The Honorable Ronald A. White, Chief U.S. District Judge in the United States District Court for the Eastern District of Oklahoma, presided over the trial and ordered the completion of a presentence report. The sentencing will be scheduled following completion of the report. Forrester will remain in the custody of the United States Marshals until sentencing.

Johnston County Resident Pleads Guilty to Failure to Register as A Sex OffenderRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Lance Alden Whelchel, age 30, of Wapanucka, Oklahoma, entered a guilty plea to one count of Failure to Register as a Sex Offender.
The Indictment alleged that Whelchel was convicted of Sexual Abuse of a Minor in Indian Country in the Eastern District of Oklahoma on May 24, 2023, and was required to register as a sex offender. From July 5, 2024, until September 12, 2024, Whelchel failed to register and update his registration despite entering, leaving, or residing in Indian country, within the Eastern District of Oklahoma.
The charges arose from an investigation by the U.S. Marshals Service and the Harris County Texas Sheriff’s Office.
The Honorable D. Edward Snow, U.S. Magistrate Judge in the United States District Court for the Eastern District of Oklahoma, accepted the plea and ordered the completion of a presentence investigation report. Whelchel will remain in the custody of the United States Marshals Service pending sentencing.

Muskogee Resident Plead Guilty to Federal Drug ChargesRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Christian Deion Larance Smith, age 27, and Kaleel Montrel Smith, age 26, both of Muskogee, Oklahoma, entered a guilty plea to one count of Possession with Intent to Distribute Methamphetamine, and one count of Possession with Intent to Distribute Cocaine.
The Indictment alleged that on July 25, 2024, the defendants knowingly and intentionally possessed with intent to distribute substances containing detectable amounts of methamphetamine and substances containing detectable amounts of cocaine, Schedule II controlled substances.
The charges arose from an investigation by the Oklahoma Bureau of Narcotics, the Muskogee Police Department, the Muskogee County Sheriff’s Department, and the Muscogee (Creek) Nation Lighthorse Police Department.
The Honorable Gerald L. Jackson, U.S. Magistrate Judge in the United States District Court for the Eastern District of Oklahoma, accepted the plea and ordered the completion of a presentence investigation report. Kaleel Smith was remanded into the custody of the United States Marshals Service pending sentencing. Christian Smith will remain out on bond pending sentencing.

Former Broken Arrow Resident Pleads Guilty to Theft Concerning Programs Receiving Federal Funds and Tax FraudRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Michael Anthony Houser, age 36, formerly of Broken Arrow, Oklahoma, entered a guilty plea to an Information of one count of Theft Concerning Programs Receiving Federal Funds and one count of Tax Fraud.
The Information alleged that between July 2016 and ending in February 2024, while serving as a manager for the Muscogee (Creek) Nation Gaming Operations Authority Board and later as a manager for the Muscogee Nation Gaming Enterprises, LLC, Houser embezzled and obtained by fraud property owned by the Muscogee (Creek) Nation valued at $5,000.00 or more. The Information also alleged that Houser willfully filed a 2022 Form 1040 U.S. Individual Tax Return, made under penalties of perjury, which knowingly reported a false Adjusted Gross Income.
The charges arose from an investigation by the U.S. Secret Service and the Internal Revenue Service Criminal Investigation.
The Honorable Gerald L. Jackson, U.S. Magistrate Judge in the United States District Court for the Eastern District of Oklahoma, accepted the plea and ordered the completion of a presentence investigation report. Houser was released on a personal recognizance bond pending sentencing.

Texas Resident Pleads Guilty to Federal Drug ChargeRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Darlene Ruelas Flores, a/k/a Darlene Sheppard, age 44, of San Antonio, Texas, entered a guilty plea to one count of Possession with Intent to Distribute Fentanyl.
The Indictment alleged that on May 30, 2024, Flores knowingly and intentionally possessed 400 grams or more of a mixture containing a detectable amount of fentanyl, a Schedule II controlled substance, with the intent to distribute it.
The charges arose from an investigation by the Drug Enforcement Administration and the Choctaw Nation Lighthorse Police Department.
The Honorable Gerald L. Jackson, U.S. Magistrate Judge in the United States District Court for the Eastern District of Oklahoma, accepted the plea and ordered the completion of a presentence investigation report. Flores will remain in the custody of the United States Marshals Service pending sentencing.

Coweta Resident Sentenced for Making False Statement to A Federal OfficerRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Ashley Bryanne Rockwell, age 40, of Coweta, Oklahoma, was sentenced to three years of probation for one count of False Statements.
The charges arose from an investigation by the United States Marshal Service and the Muskogee County Sheriff’s Office.
On October 2, 2024, Rockwell was found guilty by a federal jury at trial of knowingly and willfully making a false statement to a Deputy U.S. Marshal as to a material fact. According to investigators, on August 18, 2023, while being questioned during an active investigation, Rockwell denied leaving the state with a registered sex offender who was wanted for Failure to Comply as a Sex Offender. In fact, Rockwell had recently traveled to several states with the individual, including Colorado and Oregon.

Broken Bow Resident Pleads Guilty to Sexual Exploitation of A ChildRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Dylan Hansen Yazzie, age 28, of Broken Bow, Oklahoma, entered a guilty plea to one count of Sexual Exploitation of a Child/Use of a Child to Produce a Visual Depiction.
The indictment alleged that between July of 2023 and September of 2023, Yazzie coerced or induced a minor to engage in sexually explicit conduct for the purpose of producing a visual depiction to transmit in interstate or foreign commerce. The crime occurred in McCurtain County, within the boundaries of the Choctaw Nation Reservation, in the Eastern District of Oklahoma.
The charge arose from an investigation by the Federal Bureau of Investigation and the Broken Bow Police Department.
The Honorable Gerald L. Jackson, U.S. Magistrate Judge in the United States District Court for the Eastern District of Oklahoma, accepted the plea and ordered the completion of a presentence investigation report. Park Hill Resident Sentenced for Felony Drug CrimeRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Jack Dewayne Neugin, a/k/a Jackie Dewayne Neugin, age 56, of Park Hill, Oklahoma, was sentenced to 33 months in prison for one count of Possession with Intent to Distribute Methamphetamine.
The charge arose from an investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Cherokee County Sheriff’s Office, and the Cherokee Nation Marshal Service.
On September 5, 2024, Neugin pleaded guilty to the charge. According to investigators, on January 27, 2024, while being booked and processed by law enforcement officers at the Cherokee County Jail, Neugin was discovered to be in possession of 27.35 grams of methamphetamine, a portion of which Neugin intended for distribution.

Muskogee Resident Sentenced for Federal Firearm OffenseRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Deland Ray Sam, age 62, of Muskogee, Oklahoma, was sentenced to 31 months in prison for one count of Felon in Possession of Firearm and Ammunition.
The charge arose from an investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Muskogee Police Department.
On September 26, 2024, Sam pleaded guilty to illegally possessing a firearm and ammunition. According to investigators, on June 21, 2021, Sam attempted to elude law enforcement in a highspeed chase which ended near 6th and Hancock in Muskogee. Officers uncovered an empty pistol magazine in the vehicle which led them to search the intersection of Main and Hancock, where Sam had noticeably swerved during the pursuit. There officers recovered a loaded .40 caliber pistol. Sam had previously been convicted of a crime punishable by more than one year imprisonment.

Ardmore Resident Sentenced for Unlawful Dealing in FirearmsRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that David Haskell Moore, age 69, of Ardmore, Oklahoma, was sentenced to five years of probation and 12 months of home detention for one count of Dealing Firearms Without a License.
The charges arose from an investigation by U.S. Customs and Border Protection and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
On May 9, 2024, Moore pleaded guilty to illegally dealing in firearms. According to investigators, on September 6, 2023, U.S. border agents at the Port of Entry in Donna, Texas, discovered 268 guns hidden behind the wall panel of a utility trailer attempting to gain entry into Mexico. ATF agents investigating the weapons cache traced 24 of the firearms to purchases originally made by Moore from legitimate dealers throughout Oklahoma and Texas. Moore then resold the firearms. At the time of the incident, Moore was not licensed to deal in firearms and had been served a cease and desist letter in 2018 by ATF agents warning him not to sell firearms without a Federal Firearms License.

As this case proves, Mr. Moore was knowingly dealing firearms without a license, many of which were eventually found in the hands of criminals throughout the United States. Together with our partners, we will continue to work tirelessly to protect our communities from violent firearm crime,” stated ATF Dallas Field Division Special Agent in Charge Jeffrey C. Boshek II.

McAlester Resident Sentenced for Federal Drug ConspiracyRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Jeremy David Crawley, age 47, of McAlester, Oklahoma, was sentenced to 180 months in prison for one count of Drug Conspiracy.
The charges arose from an investigation by the Drug Enforcement Administration, the Pittsburg County Sheriff’s Department, and the McAlester Police Department.
On September 4, 2024, Crawley pleaded guilty to the charge. According to investigators, between 2019 and approximately December 2022, Crawley conspired with others to obtain and distribute over 100 pounds of methamphetamine.
“Today’s sentencing of Jeremy David Crawley reflects a win for all citizens of Eastern Oklahoma who value safe and drug-free communities,” said Eduardo A. Chávez, Special Agent in Charge of DEA operations in Oklahoma. “We will continue to work hand in hand with our law enforcement partners across the state to ensure justice is served.”
“Prior to being indicted, the defendant chose to quit selling and using methamphetamine—an admirable decision, but not one that erases the past nor lessens the impact of his actions. Hughes County Resident Sentenced for Federal Firearm CrimeRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Lucas James Mitchell, age 37, of Lamar, Oklahoma, was sentenced to 22 months in prison for one count of illegally possessing a firearm and ammunition.
The charge arose from an investigation by the Muscogee Creek Nation Lighthorse Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
On July 29, 2024, Mitchell pleaded guilty to one count of Felon in Possession of Firearm and Ammunition. According to investigators, on November 25, 2023, Mitchell knowingly possessed one .22 caliber, semi-automatic pistol and 24 rounds of .22 caliber ammunition after having been previously convicted a crime punishable by more than one year imprisonment.

Park Hill Resident Pleads Guilty to Illegally Possessing A Firearm and AmmunitionRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Kenny Ray Jackson, age 65, of Park Hill, Oklahoma, entered a guilty plea to one count of Felon in Possession of Firearm and Ammunition.
The Indictment alleged that on July 29, 2024, Jackson knowingly possessed one .22 caliber, semi-automatic rifle, one .30-.30 caliber, lever action rifle, and one 12 gauge, break open shotgun, together with 54 rounds of assorted caliber ammunition, after having been previously convicted of a crime punishable by more than one year imprisonment.
The charge arose from an investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Cherokee County Sheriff’s Office.

The charge arose from an investigation by the Muskogee Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
On July 9, 2024, Chatman pleaded guilty to one count of Felon in Possession of a Firearm and Ammunition. According to investigators, on December 16, 2023, Chatman knowingly possessed a 9mm Luger caliber, semi-automatic pistol and 9mm Luger caliber ammunition after having been previously convicted a crime punishable by more than one year imprisonment.

MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Salvador Madrigal-Sanchez, a/k/a Salvador Madrigal Sanchez, a/k/a Jose Martinez Sanchez, a/k/a Jose Sanchez Martinez, age, 73, of Mexico, was sentenced to 36 months in prison for one count of Unlawful Reentry of Removed Alien.
The charge arose from an investigation by the U.S. Department of Homeland Security’s Immigration and Customs Enforcement Division, the Oklahoma Bureau of Narcotics, and the Hughes County Sheriff’s Office.
On May 3, 2024, Madrigal-Sanchez pleaded guilty to the charge. According to investigators, on October 3, 2023, Madrigal-Sanchez, an alien, was found in the United States after having been previously deported and removed on four prior occasions.

Bryan County Resident Pleads Guilty to Assault with Intent to Commit MurderRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Jason Edward Lewis, age 48, of Kenefic, Oklahoma, entered a guilty plea to one count of Assault with Intent to Commit Murder in Indian Country.
The Superseding Indictment alleged that on or about July 10, 2024, Lewis assaulted an individual with intent to commit murder. The crime occurred in Bryan County, within the boundaries of the Choctaw Nation Reservation, in the Eastern District of Oklahoma.
The charges arose from an investigation by the Federal Bureau of Investigation, the Choctaw Nation Lighthorse Police, and the Bryan County Sheriff's Office.

Adair County Resident Sentenced for Child AbuseRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Brian Keith Bowen Jr., age 26, of Stilwell, Oklahoma, was sentenced to 48 months in prison for one count of Child Abuse in Indian Country.
The charges arose from an investigation by the Federal Bureau of Investigation and the Cherokee Nation Marshals Service.
On May 22, 2024, Bowen pleaded guilty to the charge. According to investigators, between April and May of 2023, Bowen maliciously harmed a child entrusted in his care. Bowen’s mistreatment came to light on May 2, 2023, when medical professionals treating the child observed numerous injuries, including fading bruises, petechiae, and a spiral bone fracture consistent with child abuse.
The crimes occurred in Adair County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.

Adair County Resident Pleads Guilty to Involuntary ManslaughterRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Jade Larae Duncan, age 27, of Stilwell, Oklahoma, entered a guilty plea of one count of Involuntary Manslaughter in Indian Country.
The Indictment alleged that on December 2, 2022, Duncan unlawfully killed an individual in the commission of an unlawful act not amounting to a felony and in the commission in an unlawful manner, without due caution and circumspection, while driving under the influence of alcohol and departing the roadway into a creek bed. The crime occurred in Adair County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.
The charge arose from an investigation by the Federal Bureau of Investigation, the Oklahoma Highway Patrol, and the Adair County Sheriff’s Department.

Texas Resident Pleads Guilty to Federal Wire Fraud ConspiracyRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Nnamdi Felix Udeagha, age 39, of Humble, Texas, entered a guilty plea to one count of Conspiracy to Commit Wire Fraud.
The Indictment alleged that between April and December of 2021, Udeagha knowingly and intentionally conspired with others to devise a scheme to obtain money and property from the Chickasaw Nation Department of Health through materially false and fraudulent pretenses by means of wire communications in interstate commerce. According to court records, the Chickasaw Nation Department of Health received emails purportedly from a legitimate vendor. The emails contained instructions to wire funds to certain bank accounts. It was later determined that the emails were created and sent by a member of the conspiracy, and that the bank accounts were opened by conspirators to receive and distribute the fraudulently obtained funds.
As part of the plea hearing, Udeagha admitted that he facilitated the fraud by communicating the bank account information to the co-conspirator who sent the bogus emails, and that he acted together with the other conspirator for a mutual benefit.
The charge arose from an investigation by the Federal Bureau of Investigation.

Okfuskee County Resident Pleads Guilty to Armed Felony AssaultRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Gregory Dwayne Guinn, a/k/a Gregory Dewayne Guinn, age 23, of Okemah, Oklahoma, entered a guilty plea to one count of Assault with a Dangerous Weapon with Intent to Do Bodily Harm in Indian Country, and one count of Use, Carry, Brandish, and Discharge of a Firearm During and In Relation to a Crime of Violence.
The Indictment alleged that on January 15, 2024, Guinn assaulted an individual with a dangerous weapon, with intent to do bodily harm. The Indictment also alleged that on that day, Guinn knowingly used, carried, brandished, and discharged a firearm during and in relation to that crime of violence.
The crimes occurred in Okfuskee County, within the boundaries of the Muscogee (Creek) Nation Reservation, in the Eastern District of Oklahoma.
The charges arose from an investigation by the Okfuskee County Sheriff's Office and the Federal Bureau of Investigation.

Muskogee Resident Pleads Guilty to Failure to Register as A Sex OffenderRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Jordan Bradley Brown, age 36, of Muskogee, Oklahoma, entered a guilty plea one count of Failure to Register as a Sex Offender.
The Indictment alleged that Brown had previously been convicted of 2nd Degree Rape and Sexual Battery and was required to register as a sex offender. From June 28, 2024, until September 3, 2024, Brown failed to register and update his registration despite entering, leaving, or residing in Indian country, within the Eastern District of Oklahoma.
The charges arose from an investigation by the United States Marshals Service.

Henryetta Resident Pleads Guilty to Burglary and AssaultRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Cody Lynn Lusk, age 34, of Henryetta, Oklahoma, entered a guilty plea to one count of Burglary in the First Degree in Indian Country, and one count of Assault of a Spouse, Intimate Partner, or Dating Partner by Strangling, Suffocating, and Attempting to Strangle and Suffocate in Indian Country.
The Indictment alleged that on March 22, 2024, Lusk broke into the dwelling house of an individual and entered, intending to commit a crime within. The Indictment further alleged that Lusk then strangled and suffocated a dating partner.
The crimes occurred in Muskogee County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.
The charges arose from an investigation by the Federal Bureau of Investigation, the Cherokee Nation Marshal Service, and the Muskogee Police Department.

Former Deputy Sentenced for Falsifying Records to Obstruct A Federal InvestigationRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Wesley Wayne Hunter Jr., age 29, of Yukon, Oklahoma, was sentenced to 70 months in prison for one count of Destruction, Alteration, or Falsification of Records to Obstruct a Federal Investigation.
The charge arose from an investigation by the Federal Bureau of Investigation and the Oklahoma State Bureau of Investigation.
On June 5, 2024, Hunter pleaded guilty to the charge. According to investigators, on July 20, 2023, in his official capacity as a Canadian County Deputy, Hunter purposefully deactivated the mobile tracking system on his work phone while transporting a pretrial detainee from Bryan County to Canadian County before pulling his patrol car off the transport route. Hunter admitted during the June plea hearing he did this to conceal and impede any future investigation into his subsequent criminal misconduct.

Tulsa Resident Pleads Guilty to Federal Drug ChargesRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Mark Galen Putnam, age 41, of Tulsa, Oklahoma, entered a guilty plea of one count of Distribution of Fentanyl, one count of Possession with Intent to Distribute Fentanyl, and one count of Possession with Intent to Distribute Methamphetamine.
The Indictment alleged that on September 6, 2023, Putnam knowingly and intentionally distributed fentanyl, a Schedule II controlled substance. The Indictment also alleged that on September 14, 2023, Putnam knowingly and intentionally possessed 40 grams or more of fentanyl intending to distribute it. The Indictment further alleged that on September 14, 2023, Putnam knowingly and intentionally possessed 5 grams or more of methamphetamine, a Schedule II controlled substance, with the intention to distribute it.
The charges arose from an investigation by the District 27 Drug Task Force, the Adair County Sheriff’s Office, the Cherokee Nation Marshal Service, the Oklahoma State Bureau of Investigation, and the Drug Enforcement Administration.
The Honorable Gerald L. Jackson, U.S. Magistrate Judge in the United States District Court for the Eastern District of Oklahoma, accepted the plea and ordered the completion of a presentence investigation report. Putnam was remanded into the custody of the United States Marshals Service pending sentencing.

Federal Jury Convicts Former OSBI Investigator of Sexual Abuse of A MinorRead the Press Release
MUSKOGEE, OKLAHOMA - The United States Attorney’s Office for the Eastern District of Oklahoma announced today that Jordan Francis Toyne, 36, of Broken Arrow, Oklahoma, was found guilty by a federal jury of three counts of Sexual Abuse of a Minor in Indian Country.
The jury trial began with testimony on January 21, 2025, and concluded on January 23, 2025, with the guilty verdicts.
During the trial, the United States presented evidence that Toyne sexually assaulted a minor over a period of time beginning in the Summer of 2020 until 2023, when the victim reached 16 years of age. The United States also presented evidence that Toyne sexually abused another minor in 2021.
At the time of the assaults, Toyne served as an investigator with the Oklahoma State Bureau of Investigation’s Internet Crimes Against Children (ICAC) unit. Toyne resigned from his post prior to the completion of an internal investigation conducted by the OSBI. The victims were unrelated to Toyne’s official duties with the OSBI. However, the United States presented evidence Toyne used his specialized knowledge as a Child Crimes Investigator to groom the victims and evade detection of his crimes.
The guilty verdicts were the result of an investigation by the Federal Bureau of Investigation and the Owasso Police Department, together with cooperation and special assistance from OSBI.
The United States Attorney’s Office for the Eastern District of Oklahoma prosecuted the case because the victim is a member of a federally recognized Indian tribe and the crimes occurred in Pittsburg County, within the boundaries of the Choctaw Nation Reservation of Oklahoma, in the Eastern District of Oklahoma.
The Honorable Ronald A. White, Chief U.S. District Judge in the United States District Court for the Eastern District of Oklahoma, presided over the trial and ordered the completion of a presentence report. The sentencing will be scheduled following completion of the report. The defendant was remanded to the custody of the United States Marshals pending sentencing.

Pontotoc County Resident Pleads Guilty to Assault and Threatening Interstate CommunicationsRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Dekentrek Donneil McDowell, a/k/a Deketrek D. McDowell, a/k/a X Day Day, a/k/a X Deezy, a/k/a X Lil Beefy, age 19, of Ada, Oklahoma, entered a guilty plea to an Indictment of one count of Assault with a Dangerous Weapon with Intent to do Bodily Harm in Indian Country and one count of Threatening Interstate Communications.
The Indictment alleged that on June 4, 2024, McDowell assaulted an individual with a dangerous weapon, intending to do bodily harm, and that on July 27, 2024, McDowell knowingly and willfully transmitted by voicemail a threat to injure or kill a second individual and to kill that individual’s unborn child.
The crimes occurred in Pontotoc County, within the boundaries of the Chickasaw Nation Reservation, in the Eastern District of Oklahoma.
The charges arose from an investigation by the Ada Police Department and the Bureau of Indian Affairs.

Muskogee Resident Sentenced for Failure to Register as Sex OffenderRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Stephen Patrick Looper, age 69, of Muskogee, Oklahoma, was sentenced to ten months in prison, to be followed by five years of supervised release, for failing to register as a sex offender.
The charge arose from an investigation by the United States Marshals Service Violent Crime Fugitive Task Force, the Muskogee Police Department, and the Muskogee County Sheriff’s Office.
On August 13, 2024, Looper pleaded guilty to one count of Failure to Register as Sex Offender.
On September 6, 2002, Looper was convicted of Sexual Performance of a Child by the State of Texas. Looper was advised of the requirement to register as a sex offender and to inform law enforcement of any change in residency. According to investigators, from January 2024 until July 10, 2024, Looper failed to register as a sex offender despite moving into and living at a residence in Muskogee County, within the Eastern District of Oklahoma.

Fort Towson Resident Sentenced for MurderRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Thomas Raymond Phillips, III, age 36, of Fort Towson, Oklahoma, was sentenced to a term of life in prison for First Degree Murder in Indian Country. Phillips was also sentenced to 120 months in prison for one count of Use, Carry, Brandish, and Discharge of a Firearm During and In Relation to a Crime of Violence. The sentences are set to be served consecutively.
The charges arose from an investigation by the Choctaw County Sheriff’s Office, the Oklahoma Highway Patrol, the Oklahoma State Bureau of Investigation, and the Federal Bureau of Investigation.
On October 25, 2023, Phillips was found guilty of the charges by a federal jury at trial. According to investigators, on the evening of December 19, 2020, Phillips fired multiple shots into a Fort Towson bar after being ejected by management for instigating a fight. One bullet struck a patron, killing the victim at the scene. The crime occurred in Choctaw County, within the boundaries of the Choctaw Nation Reservation, in the Eastern District of Oklahoma.
“The defendant’s malicious and senseless acts stole a life, and the defendant will spend his remaining days in prison paying the price justice demands for his crimes,” said United States Attorney Christopher J. MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Cody Wayne Tye, age 34, of Watts, Oklahoma, was sentenced to time served plus three years supervised release for one count of Assault of a Spouse, Intimate Partner, and Dating Partner in Indian Country.
The charge arose from an investigation by the Federal Bureau of Investigation, the Watts Police Department, and the Westville Police Department.
On March 11, 2024, Tye pleaded guilty to the charge. According to investigators, on September 18, 2022, Tye assaulted an individual at an apartment in Westville, Oklahoma. During the attack, Tye wrapped both hands around the victim’s neck and shoved the victim against a wall, strangling the victim and causing bruising and abrasions. The crime occurred in Adair County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.

On March 21, 2024, Ballard pleaded guilty to the charge. According to investigators, on April 4, 2023, Ballard assaulted the victim, strangling the victim and causing injuries to the victim’s face, head, wrist, and stomach. The crime occurred in Muskogee County, within the boundaries of the Muscogee (Creek) Nation Reservation, in the Eastern District of Oklahoma.

The Indictment alleged that on July 31, 2023, Grasshopper willfully and maliciously attempted to set fire to and burn a building and place the life of a person in jeopardy. The crime occurred in Cherokee County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.
The charge arose from an investigation by the Cherokee County Sheriff’s Department, the Cherokee Nation Marshal Service, and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

Antlers Resident Sentenced for Sexual Exploitation of A ChildRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Clyde Park Crews III, age 34, of Antlers, Oklahoma, was sentenced to 300 months in prison for one count of Sexual Exploitation of a Child/Use of a Child to Produce a Visual Depiction.
The charge arose from an investigation by the Federal Bureau of Investigation and the Bureau of Indian Affairs.
On September 4, 2024, Crews pleaded guilty to the charge. According to investigators, between December 2022 and May 2023, Crews induced a minor to engage in sexually explicit conduct in order to produce and transmit images of that conduct on the internet.
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. The charge arose from an investigation by the Cherokee County Sheriff’s Office and the U.S. Department of Homeland Security’s Immigration and Customs Enforcement Division.
On September 19, 2024, Garcia-Nava pleaded guilty to the charge. According to investigators, on May 20, 2024, Garcia-Nava, an alien, was found in the United States after having been previously deported and removed on four prior occasions.

The Indictment alleged that on or about May 20, 2024, Lee knowingly possessed visual depictions of minors engaging in sexually explicit conduct, which Lee accessed from the internet with intent to view.
The charge arose from an investigation by the Federal Bureau of Investigation.

LeFlore County Resident Pleads Guilty to Failure to Register as A Sex OffenderRead the Press Release
MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Brian Jene Sullivan, age 66, of Shady Point, Oklahoma, entered a guilty plea to one count of Failure to Register as a Sex Offender.
The Indictment alleged that between July 2023 and July 21, 2024, Sullivan knowingly failed to register and update his registration as required by the Sex Offender Registration and Notification Act. Sullivan is required to register as a sex offender after having received a felony conviction from the State of Oregon in 2007 for Rape in the Third Degree and Sodomy in the Third Degree.
The charge arose from an investigation by the U.S. Marshals Service, the LeFlore County Sheriff’s Office, and the Winston Police Department of Douglas County, Oregon.
