Slones was arrested in Green River, Wyoming. She received 46 months imprisonment, to be followed by three years of supervised release, and was ordered to pay a $400.00 special assessment and restitution in the amount of $235,903.59, joint and several with co-defendants. Matthew Taber Annable, 40, of Arizona, was sentenced by Federal District Court Judge Scott W. Skavdahl on August 8, 2014, for theft of ATM machines and aiding and abetting. Annable was arrested in Casper, Wyoming. He received 14 months of imprisonment, to be followed by three years of supervised release, and was ordered to pay a $100.00 special assessment and $113,820.00 in restitution. This case was investigated by the Douglas and Casper Police Departments, the Wyoming Highway Patrol, and the Federal Bureau of Investigation.

Northern Arapaho Man Sentenced For Assault with a Dangerous Weapon with Intent to do Bodily Harm
United States Attorney Christopher A. Crofts announced today that on August 6, 2014, Matthew Lawrence Antelope, a 30-year-old enrolled Northern Arapaho man from Ethete, Wyoming, appeared in Federal District Court in Casper, Wyoming for sentencing before United States District Judge Scott W. Skavdahl on the charge of Assault with a Dangerous Weapon with Intent to do Bodily Harm, in violation of 18 U.S.C. '' 113(a)(3) and 1153. Antelope received 51 months imprisonment, to be followed by three years of supervised release, and was ordered to pay a $100.00 special assessment and restitution in the amount of $1,994.00. The charge stemmed from a stabbing incident which occurred on January 28, 2014, on the Wind River Indian Reservation. The case was investigated by the Federal Bureau of Investigation with substantial assistance from the Bureau of Indian Affairs.
Northern Arapaho Man Sentenced For Assault with a Dangerous Weapon with Intent to do Bodily Harm
United States Attorney Christopher A. Crofts announced today that on August 6, 2014, Dustin James Friday, a 24-year-old enrolled Northern Arapaho man, appeared in Federal District Court in Casper, Wyoming for sentencing before United States District Judge Scott W. Skavdahl on the charge of Assault with a Dangerous Weapon with Intent to do Bodily Harm, in violation of 18 U.S.C. '' 113(a)(3) and 1153. Friday received 15 months imprisonment, to be followed by two years of supervised release, and was ordered to pay a $100.00 special assessment. The charge stemmed from a strangulation assault which occurred on January 14, 2014, on the Wind River Indian Reservation. The case was investigated by the Federal Bureau of Investigation with substantial assistance from the Bureau of Indian Affairs.

Johnson on August 5, 2014, on one count of use of unauthorized access devices to obtain $1,000 or more and aiding and abetting and on three counts of aggravated identity theft and aiding and abetting. Bradley was arrested in Green River, Wyoming. She received 46 months of imprisonment, to be followed by three years of supervised release, and was ordered to pay a $400.00 special assessment and $235,903.59 restitution, joint and several with co-defendants. Mindy Nichole Lawrence, 35, of Utah, was sentenced by Chief Federal District Court Judge Nancy D. Freudenthal on August 5, 2014, for bank robbery and aiding and abetting. Lawrence was arrested in Casper, Wyoming. She received 87 months imprisonment, to be followed by three years of supervised release, and was ordered to pay a $100.00 special assessment and restitution in the amount of $32,896.06. This case was investigated by the Casper Police Department and the Federal Bureau of Investigation.
Maurice W. Bright, Jr., 28, of Orlando, Florida, was sentence by Federal District Court Judge Alan B. Johnson on August 5, 2014, on one count of use of unauthorized access devices to obtain $1,000 or more and aiding and abetting and one count of possession of fifteen or more unauthorized access devices and aiding and abetting. Bright was arrested in Green River, Wyoming. He received 33 months imprisonment, to be followed by three years of supervised release, and was ordered to pay a $200.00 special assessment and restitution in the amount of $95,118.44, joint and several with co-defendants. This case was investigated by the U.S. Secret Service.
Matthew Anderson, 30, of Cheyenne, Wyoming, was sentenced by Federal District Court Judge Alan B. Johnson on August 1, 2014, on one count of passing counterfeit obligations of the United States and one count of passing counterfeit obligations of the United States and aiding and abetting. Anderson was arrested in Cheyenne, Wyoming. He received 30 months imprisonment, to be followed by three years of supervised release, and was ordered to pay a $200.00 special assessment and restitution in the amount of $850.00. Burlington, Wyoming Man Convicted for Bank Fraud
U.S. Attorney Christopher A. Crofts announced today that Burlington, Wyoming resident Marvin Iverson has been convicted in federal court. Iverson was charged in a Superseding Indictment on March 21, 2013, for violating 18 U.S.C. § 1344, bank fraud. A jury found Iverson guilty after a three-day jury trial in the U.S. District Court in Cheyenne. Iverson executed a scheme to defraud federally insured financial institutions (including Big Horn County Savings Bank) by passing checks on a closed account to pay off large debts. Iverson is scheduled to be sentenced by Federal District Court Judge Alan B. Johnson on October 8, 2014.
The investigation in this case was conducted by the Federal Bureau of Investigation, assisted by the Big Horn County Sheriff and Cody Police Department.

Luis Alberto Govea-Vargas, 29, of Mexico, was sentenced by Federal District Court Judge Alan B. Johnson on July 24, 2014, for illegal re-entry of a previously deported alien into the United States. Govea-Vargas was arrested in Green River, Wyoming. He received time served, plus ten days, was ordered to pay a $100.00 special assessment, and is subject to deportation upon release from custody. Cheyenne, WY Man, formerly out of Havre, Montana, Convicted for Felon in Possession of a Firearm
U.S. Attorney Christopher A. Crofts announced today that Brian Hayden Allen, formerly of Havre, Montana and currently a Cheyenne, Wyoming resident, was convicted in federal court. A jury found Allen guilty of “Felon in Possession of a Firearm” after a three-day jury trial in the U.S. District Court in Casper. Allen will be sentenced by Federal District Court Judge Scott Skavdahl on September 4, 2014.

Audrey Cantrell, 47, of Rock Springs, Wyoming, was sentenced by Federal District Court Judge Scott W. Skavdahl on June 6, 2014, for possession with intent to distribute at least 50 grams but less than 150 grams of methamphetamine. Cantrell was arrested in Rock Springs, Wyoming. She received 78 months imprisonment, to be followed by three years of supervised release, and was ordered to pay a $500.00 fine and a $100.00 special assessment. Wyoming Man Charged with Assault of a Spouse by Strangling
U.S. Attorney for the District of Wyoming Christopher A. Crofts announced that on May 21, 2014, Jameson Kaulaity, a 28-year-old Northern Arapaho Tribal member, was charged in an indictment with one count of assault of a spouse by strangling in violation of 18 U.S.C. §§ 113(a)(8) and 1153. The charge against Mr. Kaulaity stemmed from an incident that occurred on January 29, 2014 on the Wind River Indian Reservation. Mr. Kaulaity is facing a potential ten (10) year term of imprisonment, and could be ordered to pay restitution, a fine, and special assessment. An indictment is only an accusation. In every criminal case, the accused is presumed to be innocent until proven guilty, and the government always has the burden of proving guilt beyond a reasonable doubt.

Wyoming’s Wind River SORNA completed Operation Jessica
U.S. Attorney for the District of Wyoming Christopher A. Crofts announced today that last week, on June 3, and June 4, 2014, on the Wind River Indian Reservation, the Wind River Sex Offender Registration Office, in conjunction with the U.S. Marshal’s Service and the Bureau of Indian Affairs, completed Operation Jessica. The Wind River Sex Offender Registration and Notification Code "WRSORNC" requires all qualifying sex offenders who work, attend school, or reside within the exterior boundaries of the Wind River Reservation, or visit the reservation for a period of 24 hours or more, to register with the Wind River SORNA Office. Every sex offender required to register with the Wind River SORNA was located during Operation Jessica and his/her address verified. Several non-compliant sex offenders were located. Sex offenders who are not properly registered or are otherwise non-compliant are prosecuted in the Shoshone and Arapaho Tribal Court or in the United States District Court.

Owen John Brown, 27, of Riverton, Wyoming, was sentenced by Federal District Court Judge Alan B. Johnson on May 29, 2014, for resisting a federal officer with a dangerous weapon. Brown was arrested in Denver, Colorado. He received 18 months imprisonment, to be followed by three years of supervised release, and was ordered to pay a $400.00 fine and a $100.00 special assessment. This case was investigated by the Federal Bureau of Investigation.

Fort Washakie Resident Convicted of Assault on a Federal Officer
U.S. Attorney Christopher A. Crofts announced today that Fort Washakie resident Kevin Paul Brown, 24, has been convicted in federal court. Brown was charged by indictment with a violation of 18 U.S.C. § 111, assault on a federal officer. On June 3, 2014, a jury found Brown guilty on the sole count of the indictment after a two-day jury trial in the U.S. District Court in Casper. Brown is scheduled to be sentenced by Federal District Court Judge Scott Skavdahl on August 15, 2014. This case was investigated by the Federal Bureau of Investigation Agency in Lander Wyoming.

Wyoming Woman Charged with First Degree
U.S. Attorney for the District of Wyoming Christopher A. Crofts announced today that on April 15, 2014, Ardis Sierra Enos, 20, an Eastern Shoshone tribal member, appeared in federal court on a Complaint charging her with one count of First Degree Murder in violation of 18 U.S.C. '' 1111 and 1153. The charge against Enos stems from her actions in the death of her newborn infant on March 26, 2014 at her home on the Wind River Reservation. Enos is facing a potential sentence of life imprisonment, and could be ordered to pay restitution, a fine and special assessment. A complaint is only an accusation. In every criminal case, the accused is presumed to be innocent until proven guilty, and the government always has the burden of proving guilt beyond a reasonable doubt.

Wyoming Man Charged with Assault on a Federal Officer
U.S. Attorney for the District of Wyoming Christopher A. Crofts announced that on March 20, 2014, Kevin Paul Brown, a 23-year-old Northern Arapaho Tribal Member, was charged in an indictment with one count of assault on a Bureau of Indian Affairs police officer in violation of 18 U.S.C. §§ 111(a)(1) and 111(b). The charge against Mr. Brown stems from an incident that occurred on November 16, 2013, on the Wind River Indian Reservation. Christopher A. Crofts, U.S. Attorney for the District of Wyoming, announced that on March 20, 2014, Matthew Lawrence Antelope, a 29-year-old Northern Arapaho Tribal Member from the Wind River Indian Reservation, was charged in an Indictment with one count of Assault with a Dangerous Weapon with Intent to do Bodily Harm in violation of 18 U.S.C. §§ 113(a)(3) and 1153. The charge against Mr. Antelope stems from a stabbing incident with occurred on January 28, 2014, on the Wind River Indian Reservation. Armand Lewis Mullendore, 58, of Afton, Wyoming, was sentenced by Federal District Court Judge Alan B. Mullendore was arrested in Kemmerer, Wyoming. John Richard Rolater, 69, of Eagle, Colorado, was sentenced by Federal District Court Judge Scott W. Skavdahl on March 25, 2014, for conspiracy to smuggle goods into the United States. Rolater appeared pursuant to a summons. He received two years of probation and was ordered to pay a $25,000.00 fine. This case was investigated by the U.S. Department of Homeland Security.
Aaron Restad, 37, of Casper, Wyoming, was sentenced by Federal District Court Judge Alan B. Johnson on March 21, 2014, for conspiracy to possess with intent to distribute, and to distribute at least 50 grams of a mixture or substance containing a detectable amount of methamphetamine. Restad was arrested in Casper, Wyoming. He received 77 months imprisonment, to be followed by four years of supervised release, and was ordered to pay a $100.00 special assessment. Montoya was arrested in Cheyenne, Wyoming. Skavdahl for second degree murder. Moss received 204 months imprisonment, to be followed by five years of supervised release, and was ordered to pay a $100 special assessment. The charges stemmed from the stabbing death of Dwight Spoonhunter on June 9, 2013, on the Wind River Indian Reservation. The case was investigated by the Federal Bureau of Investigation with substantial assistance of the Bureau of Indian Affairs.

Crofts announced that on February 20, 2014, thirty year old Ronan Whiteplume, an enrolled Northern Arapaho Tribal member, was sentenced by United States District Court Judge Scott Skavdahl for assault resulting in serious bodily injury, to 51 months imprisonment, three years of supervised release, a $100.00 special assessment, and $21,230.43 in restitution. Mr. Whiteplume had previously pled guilty to this offense, which stemmed from an assault during the summer of 2013. This case was investigated by Bureau of Indian Affairs Law Enforcement with the assistance of the Federal Bureau of Investigation.

Medicine Bow Resident Convicted of Federal Firearms ViolationsRead the Press Release
U.S. Attorney Christopher A. Crofts announced today that Medicine Bow resident Robert James Truby has been convicted in federal court. Truby was charged in a two count indictment with violations of 18 U.S.C. § 922(g)(1), felon in possession of a firearm, and 26 U.S.C. § 5861(d), possession of an unregistered firearm, that being a sawed off shot-gun with a barrel less than 18 inches. A jury found Truby guilty on both counts after a two-day jury trial in the U.S. District Court in Casper. Truby is scheduled to be sentenced by Federal District Court Judge Skavdahl on April 29, 2014.

Beierle is scheduled to be sentenced by Chief Federal District Court Judge Freudenthal on April 17, 2014.

United States Attorney Christopher A. Crofts announced today that on February 5, 2014, Garrett Blackburn, a 21-year-old enrolled Northern Arapaho man from Arapahoe, Wyoming, appeared in Federal District Court in Casper, Wyoming for sentencing before United States District Judge Scott W. Skavdahl on the charge of escape from custody. Blackburn had previously been sentenced to 16 months incarceration following his conviction for a charge of assault resulting in serious bodily injury. Blackburn was transferred from FCI Englewood to the Volunteers of America Community Corrections Center (VOACCC) in Gillette, Wyoming to complete his period of imprisonment. At the time of his escape from VOACCC, Blackburn had approximately nine weeks left to serve on his original sentence.

U.S. Attorney Christopher A. Crofts announced today that Gillette, Wyoming resident JONATHAN EARL OLAVESON has been convicted in federal court. A jury found Olaveson guilty of attempted online enticement of a minor for sexual purposes after a two-day jury trial in the U.S. District Court in Casper. Olaveson is scheduled to be sentenced by Federal District Court Judge Skavdahl on April 10, 2014.

Jorge Jose Diaz-Botello, 24, was sentenced by Federal District Court Judge Scott W. Skavdahl on January 22, 2014, for three counts of being a felon in possession. He received eight months imprisonment, to be served consecutively to the 92-month sentence imposed for his previous conviction of distributing methamphetamine. Diaz-Botello was also ordered to pay a $300.00 special assessment and will be placed on three years of supervised release after his term of imprisonment. Roman Georgiyevich Kvinikadze, 32, of Moscow, Russia, was sentenced by Federal District Court Judge Alan B. Johnson on January 21, 2014, for attempt to unlawfully export United States’ munitions. Kvinikadze was arrested in Jackson, Wyoming. He received time served, was placed on three years of supervised release, and was ordered to pay a $7,500.00 fine and a $100.00 special assessment. Kvinikadze was also ordered to leave the United States immediately. This case was investigated by the U.S. Department of Homeland Security, Homeland Security Investigations.

Wyoming Men Sentenced for Involuntary Manslaughter and Aiding and AbettingRead the Press Release
U.S. Attorney for the District of Wyoming Christopher A. Crofts announced today that on January 9, 2014, Alan Brown, 61, and his brother Vernon Lee Brown, 54, both Northern Arapaho Tribal Members, were each sentenced in federal court to 84 months imprisonment with the Bureau of Prisons on one count of Involuntary Manslaughter and Aiding and Abetting (Alan Brown) and Involuntary Manslaughter (Vernon Brown). The charges against Alan and Vernon Lee Brown stem from an incident that occurred on or about May 6, 2006, which resulted in the death of Tad Paul Barnson, 47, who was originally from Idaho Falls, Idaho, but resided in and around Riverton, Wyoming at the time of his death. Alan and Vernon Lee Brown are life-long Wind River Indian Reservation inhabitants and this crime occurred, in part, on the Wind River Indian Reservation. In addition to the imprisonment, Alan and Vernon Lee Brown were also sentenced to three years of supervised release following confinement and ordered to pay a $100 special assessment. The Court will determine and order an appropriate restitution amount within 60 days. This case was investigated by the Federal Bureau of Investigation, the Bureau of Indian Affairs, and the Fremont County Sheriff’s Department.

U.S. Attorney Christopher A. Crofts announced today that Denver, Colorado resident Eugene Velarde has been convicted in federal court. A jury found Velarde guilty of Conspiracy to Possess with Intent to Distribute, and to Distribute, Methamphetamine after a five-day jury trial in the U.S. District Court in Cheyenne. Velarde is scheduled to be sentenced by Chief Federal District Court Judge Nancy D. Freudenthal on March 25, 2014.
The investigation in this case was conducted jointly by the Albany County Sheriff’s Department and the Wyoming Division of Criminal Investigation with the assistance of the Drug Enforcement Administration.
Wyoming U.S. Attorney’s Office Collects $3,712,887 in Civil and Criminal Actions for U.S. Taxpayers in Fiscal Year 2013Read the Press Release
Cheyenne, WY – U.S. Attorney Christopher A. “Kip” Crofts announced today that the District of Wyoming collected $3,712,887 in criminal and civil actions in Fiscal Year 2013. Of this amount, $657,774 was collected in criminal actions and $3,055,113 was collected in civil actions.
Additionally, the District of Wyoming worked with other U.S. Attorney’s Offices and components of the Department of Justice to collect an additional $2,337,572 in cases pursued jointly with these offices. Of this amount $1,987 was collected in criminal actions and $2,335,585 was collected in civil actions.
Attorney General Eric Holder announced on Thursday that the Justice Department collected approximately $8.1 billion in civil and criminal actions in the fiscal year ending September 30, 2013. The more than $8 billion in collections in FY 2013 represents nearly three times the appropriated $2.76 billion budget for the 94 U.S. Attorney’s offices and the main litigating divisions in that same period.
“The department’s enforcement actions help to not only ensure justice is served, but also deliver a valuable return to the American people,” said Attorney General Holder. “It is critical that Congress provide the resources necessary to match the department’s mounting caseload. As these figures show, supporting our federal prosecutors is a sound investment.”
Wyoming U.S. Attorney Crofts noted, “The U.S. Attorney’s Office in the District of Wyoming collected more than its budgeted expenditures in FY13, so I think the taxpayers are getting their money’s worth from our office and from our dedicated employees.”
The U.S. Attorneys’ Offices, along with the department’s litigating divisions, are responsible for enforcing and collecting civil and criminal debts owed to the U.S. and criminal debts owed to federal crime victims. The law requires defendants to pay restitution to victims of certain federal crimes who have suffered a physical injury or financial loss. While restitution is paid to the victim, criminal fines and felony assessments are paid to the department’s Crime Victims’ Fund, which distributes the funds to state victim compensation and victim assistance programs.
The largest civil collections were from affirmative civil enforcement cases, in which the United States recovered government money lost to fraud or other misconduct or collected fines imposed on individuals and/or corporations for violations of federal health, safety, civil rights or environmental laws. In addition, civil debts were collected on behalf of several federal agencies, including the U.S. Department of Housing and Urban Development, Health and Human Services, Internal Revenue Service, Small Business Administration and Department of Education

Crofts announced today that on December 11, 2013, Jess Theodore Birdshead, a 47-year-old enrolled Northern Arapaho man from Arapahoe, Wyoming, appeared in Federal District Court in Casper, Wyoming for sentencing before United States District Judge Scott W. Skavdahl on the charge of assault with a dangerous weapon with intent to do bodily Harm. Birdshead was sentenced to 24 months imprisonment, to be followed by three years of supervised release, and was ordered to pay $5,733.00 in restitution. The charge stemmed from an assault which occurred on May 20, 2013, on the Wind River Indian Reservation. This case was investigated by the Bureau of Indian Affairs.
