Wyoming Men Charged with First Degree MurderRead the Press Release
U.S. Attorney for the District of Wyoming Christopher A. Crofts announced today that on May 29, 2013, Alan Brown, 61, and his brother Vernon Lee Brown, 54, both Northern Arapaho Tribal Members, appeared in federal court on an Indictment charging them with one count of First Degree Murder and Aiding and Abetting in violation of 18 U.S.C. §§ 1111, 1153 and 2. The charges against Alan and Vernon Lee Brown stem from an incident that occurred on or about May 6, 2006, which resulted in the death of Tad Paul Barnson, 47, who was originally from Idaho Falls, Idaho, but resided in and around Riverton, Wyoming at the time of his death. Alan and Vernon Lee Brown are Wind River Indian Reservation inhabitants, but are not believed to have any permanent residence. This crime is alleged to have occurred on the Wind River Indian Reservation. Alan and Vernon Lee Brown are facing a potential of life imprisonment or the death penalty, and could be ordered to pay restitution, a fine and special assessment.

Skavdahl on May 29, 2013, for embezzling, stealing, and purloining goods and property of the United States. Randell was arrested in Cheyenne, Wyoming. She received two years of probation, was ordered to pay a $100.00 special assessment and restitution in the amount of $15,775.00. This case was investigated by the U.S. Air Force Security Police.
Jose Isaul Issac Reyna, 27, of Casper, Wyoming, was sentenced by Federal District Court Judge Alan B. Johnson on May 24, 2013, for making a false statement on a loan application. Reyna was arrested in Evansville, Wyoming. He received five years of probation, was ordered to pay a $100.00 special assessment and restitution in the amount of $10,781.01. Leslie Diane Zynda, 39, of Marion, Iowa, was sentenced by Federal District Court Judge Alan B. Johnson on May 22, 2013, for tax evasion. Zynda self-surrendered in Cheyenne, Wyoming. She received 24 months of imprisonment, to be followed by three years of supervised release, and was ordered to pay a $100.00 special assessment. In addition, Zynda was ordered to pay restitution to the Town of Guernsey in the amount of $276,706.00 and to the Internal Revenue Service in the amount of $75,089.20. This case was investigated by the Internal Revenue Service.
Northern Arapaho Man Sentenced for Abusive Sexual ContactRead the Press Release
United States Attorney Christopher A. Crofts announced today that on May 22, 2013, Starr Dana Miller, a 20-year-old enrolled Northern Arapaho man from Arapahoe, Wyoming, appeared in Federal District Court for sentencing before United States District Judge Alan B. Johnson on a single count of abusive sexual assault in violation of 18 U.S.C. §§ 2244(a)(2) and 1153. Miller was sentenced to time served, seven months of home confinement, five years of supervised release and was ordered to pay a $100.00 special assessment and restitution in the amount of $2,467.00. The charge stemmed from an event which occurred on October 13, 2012, on the Wind River Indian Reservation. The case was investigated by the Federal Bureau of Investigation with substantial assistance of the Bureau of Indian Affairs.
Wyoming Man Charged with Assault Resulting in Serious Bodily Injury and Assault with A Dangerous Weapon with Intent to Do Bodily HarmRead the Press Release
U.S. Attorney for the District of Wyoming Christopher A. Crofts announced today that on May 16, 2013, Claude Lee Duran, Jr., a 26-year-old Northern Arapaho Tribal Member, appeared in Federal Court after having been indicted in a two count Indictment charging him with assault resulting in serious bodily injury in violation of 18 U.S.C. §§ 113(a)(6) and 1153 and with assault with a dangerous weapon with intent to do bodily harm in violation of 18 U.S.C. §§ 113(a)(3) and 1153. The charges against Mr. Duran stem from an incident that occurred on September 28, 2012 on the Wind River Indian Reservation in which he is alleged to have assaulted Blaine Collins Oldman with a bat, stick, or metal rod, causing serious injuries. This case is being investigated by the Federal Bureau of Investigation.

Geraldine Anita Margrave, 60, of Bend, Oregon, was sentenced by Federal District Court Judge Scott W. Skavdahl on May 16, 2013, for possession with intent to distribute marijuana. Crofts announced today that Corey James Hill, a 19 year old Eastern Shoshone tribal member of the Wind River Indian Reservation, appeared in Federal Court after having been indicted in a one count Indictment charging him with assaulting and resisting a federal officer. The charge carries a maximum penalty of twenty years imprisonment and a fine of not more than $250,000.00. This case is being investigated by the Bureau of Indian Affairs and the Federal Bureau of Investigation.

Shea Breshears, 20, of Casper, Wyoming, was sentenced by Federal District Court Judge Scott W. Skavdahl on April 3, 2013, for conspiracy to interfere with interstate commerce by means of robbery and aiding and abetting. Breshears was arrested in Casper, Wyoming. She received time served, to be followed by three years of supervised release, with the first six months on home confinement. Breshears was also ordered to pay a $100.00 special assessment. Brian Kountz, 22, of Casper, Wyoming, was sentenced by Federal District Court Judge Scott W. Crofts announced that on March 21, 2013, Shawn Antelope, Jr., a 19-year-old Northern Arapaho Tribal Member, was charged in an indictment with one count of assault resulting in serious bodily injury in violation of 18 U.S.C. §§ 113(a)(6) and 1153 and one count of assault with a dangerous weapon with intent to do bodily harm in violation of 18 U.S.C. §§ 113(a)(3) and 1153. The charges against Mr. Antelope stem from an incident that occurred on August 1, 2012 and an incident that occurred on December 18, 2012, both on the Wind River Indian Reservation. Multiple Arrests in Wyoming and ColoradoRead the Press Release
This morning, law enforcement officers from multiple agencies from southeast Wyoming and Colorado began serving federal arrest warrants for 18 individuals located in both states.
The arrest warrants are the result of two long-term joint investigations by the Wyoming Division of Criminal Investigation and the federal Drug Enforcement Agency into the sale and possession of methamphetamine.
Once arrested, individuals will be taken before a Federal Magistrate Judge for an initial appearance. Identities of the individuals arrested will not be made public until all have had their initial appearance and the case has been unsealed.Sentences for March 15 - 21, 2013Read the Press Release

Oklahoma City Man Pleads Guilty to Making Threat to Commit Violence in WyomingRead the Press Release
GLENN ALLEN KIRKHAM, 34, of Oklahoma City, Oklahoma, pled guilty to making a threat to commit violence in Casper, Wyoming, announced Sanford C. Coats, United States Attorney for the Western District of Oklahoma.
On January 14, 2013, public officials in and around Casper, Wyoming, received numerous reports from various sources of a threatened attack in Casper using multiple types of weapons. The threat had been posted from Oklahoma City on 4chan.org, an internet-based bulletin board service. The posting was quickly distributed throughout the through social media and caused significant concern in the community. The threat came not long after Casper had experienced a homicide/suicide at a local college. As a result of the threat, officials immediately took precautions that included placing 40 schools on lockdown, notifying hospitals and nursing homes, and placing police officers at potential locations of an attack.
At the plea hearing today, Kirkham admitted that he made the threat. A sentencing hearing is set for June 19, 2013, where Kirkham faces up to five years in prison and a $250,000 fine, plus mandatory restitution for the cost of emergency responders.
This case is the result of an investigation by the Federal Bureau of Investigation and the Casper Police Department in Wyoming. The case is being prosecuted by Assistant U.S. Attorneys Mark A. Yancey and Scott E. Williams.

Steven Gilbert Roubideaux, 43, of Evansville, Wyoming, was sentenced by Federal District Court Judge Alan B. Johnson on March 8, 2013, for possession of a firearm with an obliterated serial number. Roubideaux was arrested in Casper, Wyoming. He received 30 months imprisonment, to be followed by three years of supervised release, was ordered to pay a $100.00 special assessment and a $200.00 fine. Juan Vazquez-Baez, 41, of Mexico, was sentenced by Chief Federal District Court Judge Nancy D. U.S. Attorney for the District of Wyoming Christopher A. Crofts announced today that on March 4, 2013, Casey James Nowlin, a 28 year old Eastern Shoshone tribal descendant, was sentenced for five violent assault charges, one involving assault resulting in serious bodily injury and four counts involving assaults with a dangerous weapon with intent to do bodily harm in connection with Nowlin coming up behind young people at an alcohol party on the Wind River Indian Reservation and hitting them in the head and other areas with a log in April of 2012. In one instance, the victim suffered permanent and life threatening injury. Nowlin was sentenced by Chief U.S. District Judge Nancy Freudenthal to 137 months imprisonment, three years of supervised release, and a $500.00 special assessment.
Nowlin’s 19 year old codefendant, Lorenzo Roman, an enrolled Northern Arapaho Tribal member, was sentenced on March 4, 2013 in connection with his role in one count of assault with a dangerous weapon with intent to do bodily harm in connection with his role in kicking a victim who had already been hit in the head by Nowlin with a log and was lying on the ground. Roman was sentenced to 30 months imprisonment, two years of supervised release, and a $100.00 special assessment.
Nowlin was ordered to pay $154,694.34 in restitution in connection with the most seriously injured victim, $2441.00 jointly and severally with Roman in connection with a second victim’s injuries, and $3731.00 in connection with a third victim’s injuries.
Roman was ordered to pay $2441.00 jointly and severally with Nowlin in connection with injuries to the victim of his crime.United States Attorney Christopher A. Crofts announced today that Leo Lone Bear III a.k.a. “Bronco”, an enrolled Northern Arapaho Tribal member, appeared in federal court on March 6, 2013, for a preliminary hearing and detention hearing. Mr. Lone Bear had been recently charged by criminal complaint with one count of abusive sexual contact, in violation of 18 U.S.C. § 2244(a)(5) and 1153, which carries a potential penalty of up to life imprisonment. At the March 6th hearings held in Lander, Wyoming, Mr. Lone Bear was represented by counsel, at which time he waived his preliminary hearing and was detained pending further proceedings. The allegations against Mr. Lone Bear will now be presented to the federal Grand Jury for their consideration. A criminal complaint is only an accusation. In every criminal case, the accused is presumed to be innocent until proven guilty, and the government always has the burden of proving guilt at trial beyond a reasonable doubt.

Crofts announced that on February 4, 2013, Natalie Faith Brown, a twenty-seven year old Northern Arapaho Tribal member from the Wind River Indian Reservation, was sentenced by Chief U.S. District Court Judge Nancy Freudenthal to one year probation with the first six months to be spent in a residential re-entry center, followed by three months of home confinement, a $100.00 special assessment, and $13,578.00 in restitution for medical costs associated with Brown driving while intoxicated and crashing on August 16, 2012, causing serious injury to one passenger and less serious injuries to a second passenger. Brown must report to the residential re-entry center on or before February 14, 2013. The case was investigated by the Federal Bureau of Investigation and the Bureau of Indian Affairs.

Crofts announced that on February 4, 2013, Louis YellowFox, a twenty-eight year old Northern Arapaho Tribal member from the Wind River Indian Reservation, was sentenced by Chief U.S. District Court Judge Nancy Freudenthal to time served (approximately four months), one year of supervised release, and a $100 special assessment for his May 10, 2012, escape from custody. Albuquerque Man Indicted by Federal Grand Jury in Connection with 2010 Hitching Post FireRead the Press Release
U.S. Attorney Christopher A. Crofts announced today that Ajay Jariwala, 51, of Albuquerque, N.M., has been indicted by a Wyoming Federal Grand Jury for his alleged involvement with a fire at the Hitching Post Inn on September 15, 2010.
Jariwala has been charged with Conspiracy to Commit Mail Fraud and Wire Fraud; Conspiracy to Commit Arson; Conspiracy to Use Fire in the Commission of another Federal Felony; Aiding and Abetting Arson; Aiding and Abetting the Use of Fire in the Commission of Another Federal Felony and Wire Fraud.
Jariwala was arrested on January 17th, 2013 on these charges in Albuquerque, New Mexico and will make his initial appearance in federal court in New Mexico in the near future.
If convicted of all of these offenses, Jariwala will be subject to a term of not more than 110 years in federal prison, fines of not more that 1.5 million dollars, 3 years supervised release and $600 in special assessments.
The fire occurred on September 15, 2010, and destroyed a large portion of the historic Cheyenne hotel.

The case involved an incident on May 11, 2012, wherein Friday assaulted the victim and her children, who were trying to get Friday out of their home. Mr. Friday was sentenced by Chief U.S. District Judge Nancy D. Freudenthal, pursuant to a plea agreement, to 20 months imprisonment, three years of supervised release, and a $100.00 special assessment. The case was investigated by the Bureau of Indian Affairs and the Federal Bureau of Investigation.

United States Attorney Christopher Crofts announced that on Friday, January 4th 2013, Jessica Shockley, age 24, of Bland, Virginia, was sentenced by United States District Court Judge Alan Johnson to 240 months of imprisonment on federal charges relating to the production of child pornography. Shockley must pay a $1,000 fine and a $100 special assessment and will also be placed on lifetime probation upon her release
Shockley’s sentencing is the culmination of an investigative effort that involved agents from the Wyoming Department of Probation and Parole, Rock Springs Police Department detectives, Special Agents with Immigration and Customs Enforcement – Homeland Security Investigations (ICE-HIS), Wyoming DCI and Virginia authorities. The federal complaint filed in the U.S. District Court for Wyoming, alleged that Shockley engaged in sexual activity with a 3 month old child, took photographs of the sexual activity, and sent the images to an individual in Rock Springs, Wyoming.
“I am personally grateful to all of those involved in the investigation and prosecution of this most difficult case” said US Attorney Crofts. “It is vitally important that we aggressively prosecute these cases so that our children may remain safe and enjoy a healthy and happy childhood”.

Kern was arrested in Powell. He received 60 months of imprisonment, to be followed by three years of supervised release and was ordered to pay a $100.00 special assessment and a $250.00 fine. Man Sentenced for Sexual Abuse of A MinorRead the Press Release
United States Attorney Christopher A. Crofts announced today that on January 2, 2013, Aaron David Mbonu, a 36-year-old Citizen of the Federal Republic of Nigeria, appeared in Federal District Court for sentencing before Chief Federal District Court Judge Nancy D. Freudenthal on a single count of sexual abuse of a minor. The charge carried a maximum penalty of 15 years imprisonment; a $250,000.00 fine; supervised release of not less than three (3) years; restitution; and a $100.00 special assessment. Mbonu received 51 months of imprisonment, to be followed by ten years of supervised release and was ordered to pay a $100.00 special assessment and a $400.00 fine. The charge stemmed from an offense which occurred between March 6, 2012 and March 16, 2012, on the Wind River Indian Reservation and involved a victim who was at least twelve (12) years of age but had not yet attained the age of sixteen (16) years, and was at least four (4) years younger than the Defendant. The case was investigated by the Federal Bureau of Investigation.
